In August 2019, the Islamic Development Bank (IsDB) and the OPEC Fund for International Development received a formal request from the Government of Uzbekistan (GOU) to finance the Sustainable Rural Development Project. This initiative aligns with the national investment program for 2020-2022, sanctioned by the Presidential Decree of Uzbekistan in January 2020. The project embraces a programmatic approach, backing the GOU’s Prosperous Villages Program (PVP) from 2018. The PVP’s mission is to elevate the living standards in rural areas by enhancing access to essential infrastructure, services, and economic opportunities. The project’s financing is jointly provided by the IsDB and OPEC Fund, with specific components financed exclusively by the OPEC Fund. Comprehensive frameworks, such as the Environmental and Social Management Framework (ESMF) and the Resettlement Planning Framework (RFP), guide the project’s environmental and social considerations, ensuring no high-impact (Category A) activities are included.
The overall objective of the Consultancy is to conduct a Baseline Survey and Environmental and Social Impact Assessment (ESIA), as well as develop Environmental and Social Mitigation Management Plans, and Resettlement Plans for the project in 170 Mahallas in 20 districts of 4 regions (Bukhara, Karakalpakstan, Navoiy, Khorezm) in respect of construction and re-construction of pre-school and school education buildings, Rural Health Clinics buildings, Mahalla Citizens’ Assembly buildings, roads and bridges, Public parks, mobile communication and electrical networks, water supply systems, electricity supply systems, repair of irrigation and drainage systems.
